RECALL ARNOLD NOW ABUSE OF POWER!

GOVERNOR SCHWARZENEGGER APPOINTS KIM BELSHE' AS SECRETARY FOR HEALTH AND WELFARE AGENCY WHO HAS SCANDALOUS PAST WHILE DIRECTOR OF HEALTH SERVICES UNDER GOVERNOR PETE WILSON (SEX AND FINANCIAL SCANDALS)


Kim Belshe' is perhaps the slimiest appointee of our current governor. Her incompetence as Director of Department of Health Services was the subject of a 60 Minutes documentary in October 1999 called "California Medi-Cal = Knee Deep In Fraud" It exposed how DHS had assisted in provider fraud with Medi-Cal leading into over a billion dollars lost through fraud.

As an Associate Governmental Program Analyst I was given the assignment to set up an accounting and auditing system for the Medi-Cal Drug Rebate Program, which was basically a tax on pharmaceutical companies. Having a background as an auditor for both the Franchise Tax Board and Board of Equalization I took this task as a revenue collecting job but soon found out that the management was not interesting in collecting the accounts receivable. I called the Bureau of State Audits Hotline and spent one hour explaining the accounting discrepancies. Both the Bureau of State Audits and State Controller's Office had their auditors in our office for six months. State Controller, Kathleen Connell held a press conference on March 1996 announcing that DHS's Drug Rebate Program lost $230,000,000 through incompetence and fraud.

At the same time there was a major sex scandal involving the top management of DHS.
Three secretaries who worked for the California Department of Health Services were subjected to a gross violation of their human rights.(One of these women was pregnant and encouraged to get an abortion by DHS management). The women were Sue Ann Gage, Rochelle Strasser, and Karen D. Gilson who were harassed over a three period, they threatened with termination of employment and given negative references when they tried to escape this hostile environment. I have read the court documents concerning this case and this was not a simple case of boss having an affair with his secretary, these women where passed around among Department of Health Services management for the purposes of providing sexual favors that coerced out of them. The major offenders were John Rodriguez who was Chief Deputy Director of the Department of Health Services and Joe Munso who was Deputy Director of Administration for the Department of Health Services.

Joe Munso had one former secretary give him blow jobs while he stood with his back to the door so nobody would walk in on them.

The three women sued these creeps in Sacramento Superior Court No. 96-Aso 1521, November 8, 1996, Department 53. I have the court documents which are public record. Kim Belshe' Director of the Department of Health Services did everything in here power to cover this up. The victims were paid hush money complaints of the taxpayers of the State of California.

Jan Howard who helped preside over $230,000,000 lost Medi-Cal funds was promoted to Section Chief after the State Controller's audit 4 monthslater.Her boss Medi-Cal Benefits Chief Daryl Nixon was also promoted and then later fired when he lost law suits for sexual harassment and racial discrimination involving a black female employee. I was prevented from transferring to another section. The harassment was so intense that I resigned from state service and had my home foreclosed. Assemblyperson Barbara Alby, Republican asked for and got an investigation into the harassment of whistleblower John Bessler, unfortunately the investigation was carried out by DHS management. To this day I have been harassed by state agencies such as EDD (audited twice and cleared),IRS audited my Real Estate business.

Which on appeal fees were dropped. Plus my Real Estate and Insurance licenses were placed under scrutiny. This Belshe' witch does not forget people who "snitched."

John Rodriguez was given a new position as Deputy Director, Hospitals, of the Department of Mental Health. Joe Munso was promoted to Chief Deputy Director of Health Services.

I will submit to a polygraph test concerning the above statements, I am sick of crooked state government.
